REQUEST FOR QUALIFICATIONS
The City of Milton-Freewater, Oregon, invites Statements of Qualifications (SOQs) from qualified engineering and hydrogeology firms to conduct an Aquifer Storage and Recovery (ASR) feasibility study. The selected consultant(s) will evaluate the technical, regulatory, and economic feasibility of developing an ASR program to support the City’s long-term water supply, system resiliency, and resource management goals.
All work shall be completed in accordance with applicable and relevant State of Oregon requirements, including those of the Oregon Health Authority (OHA) Drinking Water Services and Oregon Department of Environmental Quality (DEQ).
Qualification documents are available at the Public Works Office of the City of Milton-Freewater, 501 Lamb Street, Milton-Freewater, Oregon 97862. Copies may also be obtained by contacting Steven Patten at steven.patten@milton-freewater-or.gov or 541-938-8274, or at the address listed above. SOQs are due no later than May 27, 2026, at 2:00 p.m. (PDT).
Firms submitting SOQs agree to comply with all applicable provisions of Oregon Revised Statutes, including but not limited to public contracting requirements, and all Federal and State statutes and regulations pertaining to Workers’ Compensation, Industrial Accident Insurance, Income Tax Withholding, and Social Security.
The City of Milton-Freewater reserves the right to reject any or all SOQs not in compliance with all prescribed public contracting procedures and requirements, and may reject any or all SOQs upon a finding that it is in the public interest to do so. The City reserves the right to select the firm deemed most qualified based on experience, technical expertise, project understanding, and ability to successfully deliver the proposed services.
