Charter Review Committee

A City Charter is the foundation of a local government and functions as an equivalent to a constitution.  The current City Charter was revised in 1993 and is known as the 1993 CHARTER OF THE CITY OF MILTON-FREEWATER, UMATILLA COUNTY, STATE OF OREGON.     To review the current City Charter click here.

The primary function of the City Charter Review Committee is to review the existing City Charter to determine if it will adequately serve the City of Milton-Freewater community into the future. If necessary, the committee will recommend draft amendments to the City Charter for the City of Milton-Freewater. Any proposed charter amendments will ultimately be reviewed by the City Council and considered for placement on the ballot for the voters of the City of Milton-Freewater.

The committee must be impartial, unbiased, and free of any perceived political gain. It may approach its task in whatever manner it determines will result in a document that best serves the citizens of the City of Milton-Freewater, subject to the terms and requirements set forth in this document. In addition to adhering to the Oregon Public Meetings law, the committee will strive to include the community beyond the requirements of the law. The City Council encourages the committee to seek opportunities to educate the community about the process and purpose of a charter review and the importance of a city charter, and to solicit community input. 

At the January 12, 2026 City Council Meeting, the Council adopted Resolution No. 2589, Calling an Election for the Purpose of Approving Amendments to the City Charter.  The ballot measure will be placed on the Primary Ballot on May 19, 2026 for a vote of the citizens.
