The City of Milton-Freewater (“Water Utility”) is seeking qualified consulting firms to conduct a comprehensive water utility rate study in accordance with the principles and methodologies outlined in the American Water Works Association (AWWA) Manual M1 – Principles of Water Rates, Fees, and Charges (most current edition).  The purpose of this study is to evaluate the City’s Water Utility’s current rate structure, ensure long-term financial sustainability, and develop equitable and defensible water rates that support reliable service delivery and future system needs.

The study will evaluate the City’s water utility's financial condition and develop equitable, sustainable water rates that support long-term system operations, maintenance, and capital investment.

The project is funded through a Small Infrastructure Planning Program (SIPP) grant and local matching funds.  The total project budget is $40,000.
