Residential Energy Conservation Loans

The City of Milton-Freewater Light and Power provides low interest loans for certain residential efficiency measures.

Eligible measures:

  • Efficient window upgrades
  • Insulation
  • Water heaters
  • Heat pumps

Loan Amount:

  • $500 minimum
  • $15,000 max

Interest Rates and Fees:

  • Loans less than $5,000 have a 6% interest rate and $150 loan fee
  • Loans $5,000 or more have 4% interest rate and $300 loan fee

Loan Approval Criteria:

  • Customers with three-year utility payment history with City Light and Power must not have had: checks written to the City returned for non-sufficient funds, disconnect for nonpayment of utility services, more than three late payment fees from the City in one-year, poor credit history from previous utility(ies)
  • Customers with less than three-year utility payment history with City Light and Power must have three years payment history with previous utility(ies) in addition to those rules for customers with more than three-year history.

Additional Rules and Requirements:

  • The loan payments will be paid monthly as a separate bill from the utility bill.
  • A customer is eligible to apply for a loan or a rebate but not both for the same project
  •  A customer may have only one energy loan outstanding at any one time. The loan may not be restructured for the purposes of financing additional energy conservation measures.

Application Process:

  1. Customer collects bids from licensed contractors
  2. Customer submits loan application (click here for application or contact the City Conservation Specialist)
  3. City of Milton-Freewater Finance Department reviews and approves or denies application
  4. If approved, customers chooses contractor and works with them to schedule project. Be sure to tell the contractor the City of Milton-Freewater is financing the project and all invoices should be sent to us.
  5. When the project is complete, the customer or contractor will provide a final invoice and the customer will contact the City Conservation Specialist to schedule loan signing.
  6. Once signed, the City will pay the contractor in full and the customer will begin receiving loan statements the following month.
