The City of Milton-Freewater, Oregon (Owner) invites Bids for the completion of the Primary Digester Recoating - City Contract No. 319 project, which includes cleaning, sandblasting, and otherwise preparing inadequate surfaces; priming; and painting the interior of the Owner’s 26-foot diameter concrete primary digester and steel lid, together with all other Work required to complete the Project as specified herein. The Notice to Proceed is not expected to be provided until after September 1, 2025.

Sealed Bids for the described Project will be received by the City of Milton-Freewater, Attention: Krista Gannon, at 501 Lamb Street, Milton-Freewater, Oregon 97862, until 2:00 p.m., local time, Thursday, August 21, 2025, at which time the Bids received will be publicly opened and read.

The Contract is subject to the applicable provisions of ORS 279C.800 through ORS 279C.870, the Oregon Prevailing Wage Law.

Bid security shall be furnished in accordance with the Instructions to Bidders.

The Project has an expected duration of 60 days.

The digital Bidding Documents may be downloaded for a non-refundable payment of $30.00 by inputting QuestCDN eBidDoc Number 9811549 on the website. The Bidding Documents will be available for download after August 12, 2025. No paper sets will be provided for bidding purposes.

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Attendance at the pre-bid conference is encouraged but not required. A pre-bid inspection of the digester interior will be available during the pre-bid conference.
