REQUEST FOR PROPOSALS

MILTON SUBSTATION POWER TRANSFORMER

The City of Milton-Freewater is soliciting proposals from qualified manufacturers and suppliers for the procurement of one (1) 69kV power transformer as part of the City’s Milton Substation Upgrade Project. The requested equipment consists of one (1) 69kV 13.8/7.96kV, 25/33/42 MVA power transformer including associated parts and accessories, factory testing, delivery, installation, and warranty requirements as specified in the RFP. The City intends to procure the transformer in advance of construction activities.

Vendors must comply with all applicable Oregon Revised Statutes and federal, state, and local requirements, including public contracting, Workers’ Compensation, Industrial Accident Insurance, Income Tax Withholding, and Social Security requirements. Because this project is partially funded through the Oregon Department of Energy Grid Resilience Grant Program, the selected vendor and any subcontractors may also be subject to applicable federal grant requirements, including Davis-Bacon prevailing wage requirements and Build America, Buy America provisions.

Proposals must be received no later than July 15, 2026, at 2:00 p.m. Pacific Time. Submittal instructions are provided in the RFP documents.

The City of Milton-Freewater reserves the right to reject any or all proposals not in compliance with prescribed public contracting procedures and requirements and may reject any or all proposals upon finding that it is in the public interest to do so. The City reserves the right to select the firm deemed most qualified based on experience, technical expertise, project understanding, and ability to successfully deliver the proposed services, and to negotiate a final scope and fee with the selected firm.
