Electric Department Rates: Large Irrigation

Effective July 1, 2006

Availability:

Applicable to all irrigation customers whose load is 100 HP or greater in any month and whose use is at least 3 months annually. Energy supplied under this schedule shall not be sub-metered for resale to others.

Energy Charge:

First 15,000 KWHR @ $.0424 per KWHR.
Balance KWHR @ $ .0321 per KWHR.

Demand Charge:

$5.45 per KW

Determination of Demand:

Demand measurement will be made by suitable instruments at the point of delivery.  Demand for any month shall be defined as the average kilowatt delivery during the 30minute period in which consumption of energy is the greatest during the month for which determination is made.

Reactive Billing Demand and Ratchet:

The customer's Reactive Billing Demand shall be the larger of:

A. The maximum 30-minute reactive demand for the month where KVAR demand is in excess of 25% of the kilowatt demand for the same month will be billed at $.28 per KVA of such excess reactive demand.

B. The Ratchet Demand for Reactive Power.
The Ratchet Demand for Reactive Power will be the largest Reactive Demand that has been set, and will be charged for 11 months after being set.
If a new 30-minute KVAR demand is set that is higher than the Ratchet Demand for Reactive Power, then Section A applies, and a new 11 month ratchet period is started, charging that new ratchet amount.
If no higher Reactive Demand charge is set during the 11 month ratchet period, the City will look back in that 11 month period for the next highest Reactive Demand and charge that as the new Ratchet Demand for Reactive Power for a period of 11 months from the month in which that next highest charge was set.
If power factor correction measures are installed, either by the customer, or by the City at the customer's expense, and the customer can show that these measures have improved the customer's power factor to a level of 97% or higher for a period of 12 consecutive months, the Ratchet Demand for Reactive Power will be reset to zero.

Service Charge:

The monthly service charge for an account inside of the City Limits will be $10.00 for each meter.  The monthly service charge for an account outside of the City Limits will be $11.00 for each meter.

Delivery Point:

The above rates are based upon the supply of service to the entire premises through a single meter and delivery point, and at one voltage and phase.  Separate supply for the same customer at other points of consumption, or at a different voltage or phase will be separately metered and billed.  At the City's option, energy may be metered on the primary side of the transformers for any account requiring service at more than one secondary voltage.

Rules & Regulations:

Service under this classification is subject to the City of Milton-Freewater Utilities General Rules and Regulations.
